Community Relations

"The Community Relations Committee shall develop programs to foster goodwill among Broadmoor residents. It will also investigate neighborhood complaints and concerns and recommend appropriate actions to the board. The committee will notify residents whose property are the source of complaints and coordinate with appropriate City-Parish officials to attempt to correct problems."

Residents are urged to report violations of parking and zoning regulations to East Baton Rouge authorities by calling the 311 Hotline. If you have a question regarding deed restrictions, please visit our Zoning & Restrictions Committee page. If you are unable to report the violations or have not received any action from your complaint, please contact the Community Relations Committee by calling our Hotline at 926-9829 or send us an email.

Call 311 for non-emergency complaints such as drainage, sewer, pothole repairs, weed cutting, street/stop signs missing, garbage and recycling issues, junk/trash/debris on premises, illegal home businesses. If you cannot dial 311, then call 389-3090.

Frequent Complaints

Some of the most frequent complaints we receive are the following that are in violation of deed restrictions and city ordinances.

  • Houses, lawns & pools not being maintained properly
  • Improper parking of cars in yard on a regular basis
  • Improper parking other vehicles, trucks, boats & trailers in an appropriate places
  • Carports and fronts of houses being used for storage space
  • Fences and other structures constructed in violation of city ordinances and subdivision restrictions
  • Improper placement of trash & garbage on street for pickup
  • More than one single family living in the same house in violation of the city's single family A-1 Zoning law
  • Operating a business in an A-1 zoned district
  • Causing an ongoing annoyance or nuisance in the neighborhood

These problems are certainly not unique to Broadmoor. We are committed to maintaining, preserving, and enhancing the property values of the Broadmoor subdivision by enforcing the subdivision restrictions. You can help by properly maintaining your property and by notifying the Association of any of these or other problem areas. The Association can be contacted by mail, the hot line, or email and someone will get in touch with you.

EBR Litter Court Program targets blighted properties

According to a report last year in The Advocate by Steven Ward, "East Baton Rouge Parish property owners have a choice - clean up or pay up. That's the message behind the city-parish's new litter court.

'The program targets trash, debris, illegal signs, overgrown lots and neglected swimming pools in an effort to curb blighted property. Code enforcement officers with the Office of Neighborhoods and Department of Public Works will be out in full force looking for violations proactively and via complaint,' said Mary Fontenot, director of the Office of Neighborhoods."

This is good news for Baton Rouge and for Broadmoor residents who have reported problems in their neighborhoods with these sorts of things. We receive complaints every week and have called authorities for action. Then we follow up with residents who complain and with the property owners or residents who may be in violation of ordinances. This new program with additional enforcement officers and the new Litter Court will make enforcement much easier. If you have called the city's 311 number and have not received any resolution to your complaint, please call our Hotline Number (926-9829) and we will contact authorities.

Clean Up or Pay Up . . .

  • Call 311 to report a problem, or visit EBR web site to https://brgov.com/apps/crs/ to enter a service request online. Code enforcement officers will take photos of violations and feed them into a computerized system that will generate warning letters and hearing notices.
  • Digital cameras record both the location - via a GPS device - and the time and date of the violation.
  • There will be at least one code enforcement officer in each of the 12 metro council districts.
  • Residents and business owners have two weeks to correct the problem after the first letter is sent.
  • If that doesn't work, a certified letter is sent to the property owner.
  • If the owner still does not act, the city-parish orders the owner to litter court, where an administrative hearing officer can assess a $117 fine for each violation.

Parking violators may receive citations

Broadmoor's new Good Neighbor Parking Program is becoming popular with residents who have problems in their neighborhood with other residents who routinely violate East Baton Rouge parking ordinances and our deed restrictions. We have received numerous complaints and our paid security officers have investigated and settled most of the problems without issuing citations. It is illegal to park in the grass in your front yard on a regular basis. Violators are subject to fines. Some residents have widened their driveways or have made other provisions for parking vehicles or trailers. Garages are being cleaned out and used again for parking, too.

After Hurricanes Katrina and Gustav all neighborhoods had tremendous increases with illegally parked cars, trucks, trailers, boats and other vehicles in front and side yards, and enforcement was lax due to the unusual circumstances following both hurricanes. The time to get back to normal parking has long since arrived and we are doing everything possible to encourage residents to comply with established regulations.
